[tech-coops] CoTech CoBudgeting trial run

G'day,

We've now got 9 co-ops (hello, Blake House) signed up to Cobudget and we've
got £470 pledged toward the bar tab for tomorrow night. In hindsight maybe
the £1000 target was a little ambitious :-)

We (GFR) will pay the bar tab up to this amount and I'll then invoice the
co-ops that have agreed to contribute.
