Having until quite recently been the 'moderator' or gatekeeper for 
another local IT(ish) list, I'd have to say that the strategy I 
deployed was very much 'anything goes'.  I didn't once kick a poster, 
never had to 'have a quiet word' and never felt that the list needed 
any direct intervention.

Although potentially a recipe for anarchy, it actually worked very 
well, with a collective responsibility and equally collective 
response to those who deserved re-educating.

Any list will have episodic periods where the signal to noise ratio 
is disrupted - but I reckon this can 'add to the community', rather 
than 'detract from the list'.
