I understand where you are coming from but I am concerned that people who have a special skill may then be left out when you may need them. Simpler solution would be to make specific focus groups & 1 person from that subgroup also be in exec committee. Focus groups can then even co-opt/invite people. That way could even make exec committee smaller.
