I don't think we need a hard and fast rule either, just an eye on keeping
it manageable so that subgroups don't get swamped by people turning up on
spec. I think when we've identified the skillsets/enthusiasm of people,
we'll have a better idea of how to go about things. We shouldn't forget
that planning as is is really for the meeting pencilled in for September at
which point we'll have a better involvement and representation from people
who don't even know about this entire situation yet.
