[Shefflea-broadband] Banned sites : Who decides and how?

We've had a request from a teacher to ask why 

Images.google.com 

is permitted but

Images.altavista.com
www.dogpile.com (including images.dogpile.com)

Are banned.  All seem to support filtering to some extent.

Anyone care to shed some light on this so I've got something to
feedback?
