The problem with this is that you have selected the same feature 
twice for each control point - The coordinates are basically the 
same on each side:

   c n0 N0 x379.15 y2208.97 X379.03 Y2209.01 t1

You need to select a pair of features that are different but 
vertically aligned.

I've moved your points around and attached the new pto file.
