Yes, but it seems to have a lot of internal magic, like the control
point editor or the preview window.

I'm not entirely sure, really. I'm just thinking of the Gift
filesharing program, and the way it has all of it's internal functions
extracted into a library, on top of which you can write any number of
frontends (and many such frontends exist:

A situation like that is sort of what I was envisioning for hugin, I guess.

That's a good point of course. A quality preset that changes the
number of control points when you're ready to be stitching the
panorama is a bit late.
