Thanks for getting in touch.

I have asked someone about this at Sanford Housing Co-operative and Nettleton Housing Co-operative and they both suggested you should definitely do it even if legally it is a grey area. As I mentioned previously even if you live as a family, in legal terms you are very likely to be classed as  HMO, but in any case it’s good to be safe.

There is a Fire Risk Prioritisation Webtool you might find useful: https://bpt.homeoffice.gov.uk/home

Once you had the fire risk assessment done, you can have conversation about what is applicable / reasonable for your property (e.g. fire doors and fire alarms are very important, but for example you might still hang up coats in the corridor even if strictly not recommended…).
