[Bins] Errors when non-ascii characters in sampleimage field of album.xml

Hi

I tried to put something like
subalbum_with_non-ascii_character/picture.jpg
into sampleimage field. And it doesn't work. Throws an error in code and
suggest use of uri_escape_utf8 function at line 1719 (this is function
jssafe_uri_escape in 1.1.27).

This album file is encoded in UTF-8 (and the encoding is declared in
<!xml header).
