[Bins] perl 5.8.0 wonkiness reprise

Hi

This has come up before [1] but it didn't seem to affect
RedHat 8.0 till I upgraded with the latest errata Perl
from RedHat [2]. Now when I try to use bins I get this
error:

  parameterless "use IO" deprecated at /usr/lib/perl5/site_perl/5.8.0/HTML/Clean.pm line 4

I'm just flagging this up in case anyone has found a more
elegant solution to the one that has been suggested before
that I'm about to try...
