It could be a separate package or it could go into hugin.  The next 
question is going to be: is it GPL compatible?

If it can be forked, then perhaps the format should be redesigned at 
the same time to add support for vignetting and chromatic aberration 
parameters (a one-camera-per-file format might be more maintainable 
too).
