There is a linux binary of PTStereo, but no source.  You can
download it from one of the panorama tools mirrors:

You need to use PTPicker (a java gui) to create the control points.

Hugin would need to be modified to be able to group pairs of
control-points into triples/triangles, so the answer is no.

You could create the control points in hugin, save the script and
select the triangles in PTPicker, save the script and then run
PTStereo.
