Here I disagree ;-) It is capable to display e.g. building models. But
it is not made for the design process, it is something that can be
displayed to and explored by users. As such it focuses on different
functionality - a big chunk of the spec is made to guarantee the
behaviour of the scene, which is not so interesting while constructing a
building, on the other hand basic concepts such as layers are not
available. As such I see it either as an export-format or, for
distributed editing, as an exchange protocol between workstations with
users connected, but not so much as an internal cad database.
There is a CAD working group at web3d.org, but they afaik focus on the
output, exploring building with cad data, etc...
