>>IAMCR 2006 - Cairo
>>Working group on Global Media Policy
>>Call for Papers (session one)
>>
>>Innovative practices in participatory communication governance beyond
>>the nation state
>>
>>As the industrial 20th century rapidly gives way to the knowledge
>>society of the 21st century, our hyper-modern world is undergoing
>>fundamental transformations. While technological devices are being
>>designed and diffused worldwide, related policies are being
>developed,
>>from the national to the regional and international level. Recent
>>experiences, in particular the UN World Summit on the Information
>>Society (WSIS), have proven that in developing such policies both the
>>content and the procedural dimensions are crucial; especially since
>>public institutions at all levels, from the local to the global, are
>>aware of the need to reaffirm their legitimacy and prove
>accountable to the general public.
>>
>>Concepts of multi-actor governance and initiatives to promote
>>partnerships among different stakeholders - governments, local
>>authorities, private sector entities, and civil society
>organizations
>>are thus emerging as a way to conceive policy-making processes which,
>>at least at a rhetorical level, aim at being more
>participatory than in
>>the past, thus reinforcing institutional legitimacy, but also more
>>effective in tacking global problems. Particularly in areas
>related to
>>ICTs developments and the digital divide, governance
>mechanisms need to
>>be innovated and opened to the participation of subjects who have not
>>just a stake in the issues, but also competence, knowledge, skills,
>>expertise and direct experience of the needs to be addressed.
>>
>>In this context, global as well as regional and national institutions
>>are facing a major challenge, from UN agencies and the WTO to the
>>European Union, from national e-strategies to local authorities
>>promoting local development through a creative usage of communication
>>technologies. At all levels of authority different actors are
>engaging
>>and acting, trying to position themselves while redefining the
>>political space through information sharing, deliberation and
>>decision-making. Furthermore, they do so by innovating in the design
>>and application of information and communication technologies
>as a strategic tool for participatory mechanisms.
>>
>>These developments are challenging in different ways the reality and
>>potential of democratic processes, yet most of the practices
>are still
>>waiting to be thoroughly analyzed and critically assessed, in
>order to
>>develop principles, criteria, guidelines and recommendations for
>>effective and efficient innovation in governance models.
>>
>>We invite papers that articulate these issues both through theoretical
>>approaches and empirical investigations. In particular papers
>aiming at:
>>
>>§ clarifying emerging concepts, such as networked
>governance and active
>>citizenship in relation to the participatory and multi-stakeholder
>>approach to media and communication governance;
>>§ Identifying constraints and tensions between the dominant
>>representative model of democracy, and participatory models of
>>democracy with a view to re-conceptualize a new dynamic
>relationship between both
>>§ analyzing potential and shortcomings related to inclusion of
>>different actors in governance processes, in terms of resources
>>available, tendency to professionalizing engagement and developing
>>elitist positions within the same stakeholder group, issues
>of legitimacy and representativness...;
>>§ investigating specific cases at different levels, as a
>way to roadmap
>>the research agenda for innovative and participatory
>governance in the
>>knowledge society;
>>§ reflecting on existing connections or indeed
>dis-connections between
>>the different levels at which participatory practices are being
>>developed while consolidating emerging good practices at local,
>>national, regional and global level;
>>§ developing guidelines for the assessment of ICT innovative
>>applications for participatory processes in policy-ideation and
>>policy-definition, with a focus on their potential impact and
>>requirements to be met in terms of technical developments
>(open source
>>software for collaborative action, electronic platforms for
>>deliberation in groups of high diversity, etc.)
>>
>>Areas of interest are:
>>
>>Global and regional processes (WSIS, Internet governance, Unesco
>>Convention on Cultural Diversity, UN attempts to further
>civil society
>>and private sector participation, WIPO, EU strategies for the
>knowledge
>>society...), also in their interaction with national processes
>>(e-strategies, follow up to international commitments and treaties ...)
>>and local processes (adoption and use of open source and open content
>>models, transnational networking, ...).
>>
>>We foresee this as a collaborative session, where each presenter will
>>also be invited to comment on one of the other papers
>presented in the session.
>>The matching will be done by the panel organizers and
>>presenters/discussants will be notified in advance and sent the paper
>>they will be expected to comment on.
>>
>>Please send abstracts to:
