[Bins] bins 1.1.20 + perl 5.8.0 wonkiness

The moral of the story is that it seems libxml-perl-0.07 is broken with
perl 5.8.0, and the failures seem to cascade down to cause the assertion
failure that I was seeing.  "Use perl 5.6.1" seems to the the prevaling 
attitude.

And in other news, Image::Info 1.12 segfaults on perl 5.6.0/5.6.1, but 
Image::Info 1.11 works fine.    

I've reported this to the module author, but I haven't heard anything back
yet...
