[Bins] XML file parse error

In fact, the XML is not valid, there is a non UTF-8 character on line
136 (an è in LATIN-1). This happens when an XML file is written with
Perl 5.8.

I wasn't able to correct the problem for now. All worked fine with
older version of Perl, but Unicode handling has changed in 5.8. If
anyone out there has some tips to help me, let me know ! I have to
resolve the problem to release the next version of BINS...
