[Bins] 1.1.22 released

I've just uploaded BINS 1.1.22.

The changes are :

- Perl 5.8 UTF-8 file writting problem has been corrected.

- htmldefaults option of HTML::Clean has been removed, because it
breaks UTF-8 strings in Perl 5.8

- added satyap style templates from Satya <satyap @ satya.virtualave.net>.

- added Dutch translation (nl).
